Many Dutch municipalities face the challenge of achieving their CO₂ reduction targets for 2030. The Municipality of Tilburg is actively working to accelerate the energy transition and was looking for innovative measures that could make a substantial contribution to reducing local emissions. Common Futures supported the municipality by identifying concrete opportunities and targeted actions to help Tilburg realise its climate ambitions faster.

We began with a broad exploration of potential measures in the built environment, mobility, and industry. This analysis was grounded in the local context, successful approaches from other municipalities, national initiatives, and expert interviews. We then mapped the most promising measures and assessed them for impact and feasibility using a multi-criteria analysis. This process took place in close collaboration with the municipality through workshops and in-depth discussions.

Our analysis showed that a combination of innovative measures could more than bridge Tilburg’s emission reduction gap. This provides a solid foundation for next steps. The insights from our research align well with the municipal strategy and will be integrated into a broader emission reduction agenda to be further developed this autumn.
